New Jersey:
Proposed Revisions to Air Quality SIP: This proposal is related to the prevention of Air Pollution from Consumer Products, prevention of Air Pollution from Adhesives and Sealants, and TBAC Emissions Reporting.
Pennsylvania:
Proposed Revisions to General NPDES Permit PAG-05: This general permit pertains to petroleum product contaminated groundwater remediation systems. The proposal adds some additional parameters and increases the sampling frequency for oil and grease. Comments are due by November 13, 2007.
Proposed General Plan Approval: DEP is proposing a general plan approval application for Pharmaceutical and Specialty Chemical Production (BAQ-GPA-24). It established BAT as the use of existing TOUs to achieve 99.9% control. Comments are due December 26, 2007.
Proposed Diesel Vehicle Idling and Auxiliary Power Systems: EQB approved this proposal. It will be published in the Pennsylvania Bulletin shortly.
Proposed Triennial Review of Water Quality Standards: EQB approved this proposal. It will be published in the Pennsylvania Bulletin shortly.
Alternative Fuels Incentive Grant Fund Regulation: This regulation was published as final in the PA Bulletin on October 6, 2007. This regulation was removed. It dealt entirely with Commonwealth grants.
Beneficial Use Permits Issued: WMGR019 for the beneficial use of waste foundry sand and WMGR116 for the beneficial use of Alternative Fuels for Circulating and Bubbling Fluidized Bed Boilers and Pulverized Coal-fired Boilers have been reissued.
Delaware:
Transportation Conformity Final Rule: DNREC issued a final rule update to this regulation. The changes bring the regulation up to date with Delaware’s current numbering and style requirements. Also the regulation was reduced due to federal changes that no longer require Delaware to speak to all of the federal provisions in their plans. Finally, an Metropolitan planning organization was added to the Interagency Transportation Conformity Consultation Workgroup.
Emission Standards for HAPs: Chromium Electroplating and Anodizing Final Rule: This state regulation was updated to make it consistent with federal regulations. In addition, it brought the regulation up to date with Delaware’s current numbering and style requirements.
